Essentially you call the wa cgi script as follows:

http://home.ease.lsoft.com/SCRIPTS/WA.EXE?LCMD1=thanks+a+lot

(Obviously you'll need to alther this depending on where your mailing
list is hosted, the URL you use to reach the wa script, what platform
you're on, and what command you want to execute.)

Note that non-alphanumeric characters need to be encoded in the above
URL.  For instance spaces are replaced with plus signs.  Some
experimentation will be required to get this to work exactly the way
you want.
