PUT and PUTALL do not update the subcriber entries of DBMS lists because this was deemed too dangerous (as you may know, it is unfortunately too easy with modern e-mail programs to include subscriber data when you were sure this was not going to happen). With a regular LISTSERV list, you lose your list in that case, but you do have a copy as xxx.OLDLIST and can easily restore the file from backup if for some reason you were to delete the OLDLIST file inadvertently, so it is fairly safe. With a database, LISTSERV cannot save the whole table to the OLDLIST file (at best it could save the LISTSERV-related cells), and it is much more difficult to restore a table whose cells may depend on the contents of another table through stored procedures, triggers, etc. You can add large numbers of new entries with ADD IMPORT, which does work for DBMS lists.
