Not true - both authorize all owners.

There are two basic types of contexts where "Owner" or "Owners" may occur in a list header keyword. The first is when defining who is authorized to do something. In that case, "Owner" and "Owners" are equivalent - "Owner" is viewed as a generic term for the list owners, however many they might be. Think of an "Owner's manual" that does not make the distinction between single or multiple owners - although singular, the manual is for all the owners. The second scenario is when you are defining who is going to get, for instance, an e-mail message with notification about something or other, or a bounce, or whatever. It is in that case that "Owner" (and likewise "Editor") indicates the primary owner/editor, and "Owners" or "Editors" means all the owners or editors. "Review=" is a keyword that defines who is authorized to review the list, so singular and plural mean the same thing. "Notify=" defines who is notified of new subscriptions, and there there is a difference.
