This response is perhaps more appropriate for LSTSRV-L, but ...

The Site-wide dynamic template SUB-TOP-BANNER is your friend in this 
case. At least in v14.4, it comes as an empty template.  It's content is 
displayed under the static top banner (many pages, not just LISTSERV 
main page).

I use the following to display the current login:

+SE CUSTOM_MESSAGE You are not logged in

+BB &+COOKIE_LOGIN;
+SE CUSTOM_MESSAGE You are logged in as &+COOKIE_LOGIN;
+EB

<table width="100%" cellspacing="0" cellpadding="0" border="3" height="25">
<tr>
<td align="center">
<b> &+CUSTOM_MESSAGE; </b>
</td>
</tr>
</table>


To use this or something similar probably requires action by your 
Listserv site manager.

NB: Someone else probably wrote this or something like it ... maybe from 
LSTSRV-L? I don't recall.
