I assume that the mailing list is currently Send= Private.

There are a few different options that might work for you depending
on your exact circumstances.  The first that came to mind was
something like:

        Owner= owner@address
        Send= Editor,Hold
        Editor= owner@address,secretary@address,(listname)

where owner@address is the address of the listowner,
secretary@address is the secretary's address, and listname is the
name of the mailing list.

An alternative would have a seperate mailing list called POSTERS or
similar which has as its subscribers all of the people who are
allowed to post to the mailing list.  Then in the original mailing
list you'd have:

        Send= (POSTERS)

This might be too much of a pain to deal with, though.  (Although
note that you wouldn't even have to tell anyone about the existence
of the POSTERS mailing list as you'd never send messages to it or
anything.)

Finally there's

        Send= Public

which you're probably familiar with already.

Since the Notebook= keyword controls who has access to the mailing
list's archives none of the above settings will result in a
compromise of the archives' security.
