it doesn't (or may not) exist until you create it. do this:
 
        get default mailtpl
 
to get the default template, edit it and then put it back with the name
"<listname> mailtpl". you may have to get the listserv maintainer to
create the filename for you if you are on a vm system and the template
does not exist yet.
