Elm will generate resent- fields if you use the bounce command "b"
What I do if I have to edit headers, etc. is save the message to a folder
called "temp", then exit the mail program and edit the Mail/temp file,
save it, return to elm, change to the =temp folder, and bounce the message.
 
Works for me...
