At the margin (at least so far), the junk mail is a sufficiently small
fraction of the total load to squeeze into excess (or idle) capacity of a
large academic system that's paid for whether there's junk mail or not.
For all intents and purposes, the junk mail doesn't alter either my or the
University's cost.
 
Of course, if junk mail begins to run rampant, then there WILL be real
incremental costs.  I suppose in the absence of regulation, domain
administrators will be forced to resort to software that extends address
filtering to whole mail systems (bounce ANY mail from a given address or
even a given host or domain addressed to ANYONE in the administrator's
domain).
