The correct command is  PUT AMLIT2-L WELCOME PW=your_password_here
 
On disk the actual filename will be  AMLIT2-L.WELCOME  since the "."
cannot be sent in the command string, the filename.filetype must be sent
as 2 adjacent words.  You added the word LISTSERV which was unnecesary
and incorrect because that is where the LISTSERV(tm) program expects to
see the PW=your_password in the PUT command stream.
