What exactly do you mean by LISTSERV-E?  I know of only the following:

 LISTSERV Classic (evaluation kit limited by evaluation LAK, or production
                   server running with a production LAK)

 LISTSERV Lite    (Free Edition, or commercial version with commercial LAK)

The user in question was talking about Lite, which doesn't allow list-level
templates.
