The way that I access and edit my listserv is through e-mail using text
commands. I do not use the web interface nor know how and where to
access this interface.

I may or may not have access to that file. I may check whatever template
file I have or read the manual for commands to change the template (if
it exists).

Thanks.

Visit the web administration interface of your LISTSERV(tm) host site,
login with your List Owner credentials, select List Management, choose
the list of interest, select Templates. Choose the template from the
drop-down list, click Edit Form, enter the text of your disclaimer,
click Update. Note that for banner templates the Subject field should
remain empty. Your host site administrator, or the Help text provided
in the web administration interface, will be your best resources if you
require further assistance with this procedure.

Note that these are not "commands" but "templates" that will be used by
the server to add your specified text to the bottom of messages that are
distributed through the list. If you actually require some programming
facility, there is a Developer's Guide document available on the LSOFT
web site.

How do I incorporate the commands you mentioned below?

Thanks.

The bottom_banner and bottom_banner_html templates might suit your
purpose.

How do you add a disclaimer programmatically for every message sent to a
listserv?

Thanks.
