CONFIDENTIAL=YES does not mean SEND=PRIVATE nor SEND=EDITOR.
SEND=PUBLIC means any onecan send.  SEND=PRIVATE means that
only subscribers (or NETNEWS gateways that are subscribed,
and thus Useneters).  Oh, our friend did try to subscribe to
one of my lists and the OK request bounced when LISTSERV
tried to send the "magic cookie" to confirm the mail path.
 
BTW CONFIDENTIAL=YES means "don't 'advertize' through the
global 'list of lists' stored on each LISTSERV Distribute backbone
site.  This does not mean that your list was not otherwise
advertized via (an inadvertant?) posting to NEW-LIST list.
