I have no idea what you expect, but LISTSERV will decode any encoded mail
you send to the LISTSERV address.

No.

Yes, but  the default is  full headers. ***  BY DEFINITION ***  the short
headers are  for people without  a sophisticated mail interface.  If they
have a  mail program that can  hide selected fields, they  should not use
short headers.  I don't  know of  any MIME program  that doesn't  have an
option to  hide "Received:" lines  and the like, although  there probably
are some (and they should be fixed).
