Full-Auto only applies to messages that LISTSERV can parse. When LISTSERV
can't parse the bounce, it passes it on to "Errors-To=" for human
processing.
"Errors-To= None" is internally translated to "Errors-To= Owners". In
general, LISTSERV doesn't let list owners turn off the bounces, because
many list owners want to do exactly that and couldn't care less about the
consequences on the host systems. This change was introduced after a
complaint from a large site whose maintainer discovered that several
lists had been running this way for years, and that they had no way to
prevent this from happening again. They found out when the machine was
spending most of its time processing incoming bounces and they wondered
how come there were that many :-) "Errors-To= Owner" should definitely go
only to the first listed owner, if this doesn't work I'll fix it.
