Following the anti-spamming advise given a few weeks ago, we changed the header
of healthre to:
 
*  SEND=EDITOR
*  EDITOR="owner",(HEALTHRE)
 
With the "owner" being whichever of us is on error duty at the time.
 
Yesterday, a request for subscription information from a nonsubscriber got
through to the list.  I looked at the header again and realized that we that
left the "send=public" at the top of the header when the new info was added at
the bottom.
 
Does the open send cancel the restricted one?  What is the order in which list
serve takes conflicting specs?
