You also need a

* Moderator= mod1,mod2,mod3,[. . .],modlast

This will make successive messages go to a different moderator to be approved.

If you want all of the messages to go to all of the moderators, any of whom
can approve it, I think the syntax is

* Moderator= mod1,mod2,mod3,[. . .],modlast,ALL

I might be off on that last one.  Check out the * Moderator keyword
documentation to get the full story.

Moderators and editors don't need to be the same people (they don't even
need to intersect), but if you don't have a * Moderator= keyword it assumes
that the moderator is the first editor listed.
