Have those users "CC" you in the messages with attachments when they send
them to the list so that you can see that they are properly sending them along.
Look to see what email program they are using and check to see if there are
others on your list using the same program and version who are getting
attachments through.  Look at the messages "in the raw" to see exactly what
encoding has been used.  Also check to see if there are people using the same
IP and virus scan software that are getting attachments through the list.  The
problem can be as basic as someone who doesn't know how to post an
attachment correctly to a virus scan program on the individual's or their ISP's
computer that has been configured to stop out-going attachments.
