I have seen APPARENTLY-TO: displayed with there were NO To: addresses
listed in the RFC822 headers i.e., everyone who received a copied
was via BCC:.  I've noticed this particularly using IBM SMTP
(but I don't know if it was the sender or receiver (probably
sender) that inserted it).
