I've abstracted this from a "welcome" file from a ListProc-based list.
Though I'm sure the net-lawyers will argue about the particulars, I
found it worthy for disseminiation to fellow-list-owners ...

#6  APPROPRIATE USE POLICY OF ELECTRONIC MAIL:
 
"The spirit of the email usage policy is simple.  You may not
communicate through e-mail anything that you cannot communicate
through other media.  You may not use e-mail for uses that are
forbidden by the campus telephone or the campus paper mail system.  E-
mail is not intended to be used for personal purposes or gain.
 
Division of Information Technology personnel will not police e-mail
and network usage policies at the University of Wisconsin-Madison;
however violations that are brought to the Division's attention will
be handled through existing disciplinary, grievance, and hearing
procedures."
 
Lists configured under a list server and accessed via e-mail are not
provided as a medium for free expression unrelated to the mission and
scope of the specific list.
 
E-mail Internet etiquette (netiquette) is expected.  Do not send
abusive, vulgar, harassing or bigoted messages.  While messages of
this type are hard to define at times; exercise good judgment and
consider the perspective of others.
 
#7  APPROPRIATE USES OF THE NETWORK:
 
"As with other University of Wisconsin-Madison facilities, use of data
networks is covered by the Wisconsin Administrative Code, specifically
by UWS 21.01 Declaration of Policy:
 
     "It is the policy of the Board of Regents that the facilities of
     the University are to be used primarily for purposes of
     fulfilling the University's mission of teaching, research and
     public service.  University facilities are not available for
     unrestricted use for other purposes.  In order to preserve and
     enhance the primary functions of University facilities, the Board
     of Regents adopts this chapter to govern the use of University
     facilities."
 
Appropriate uses of the UW-Madison network include:
 
     1.   Research, instructions, public service, scholarly
          communication and administration involving UW-Madison
          faculty, staff and students.
     2.   Other activities in direct support of those in 1.
     3.   Use by other organizations (or-profit and not-for-profit) is
          allowed which is part of or supports a research, public
          service or instructional activity for a not-for-profit
          research/instructional institution if at least one of the
          institutions involved is a designated affiliate of the UW-
          Madison.
 
Inappropriate uses include:
 
     1.   Commercial activities unless they conform to the appropriate
          uses described above.
     2.   Activities that interfere with the ability of other users to
          make effective use of the network.  (UW-Madison data
          networks are utilities on which the institution depends.)"
