About a year ago, I tried to set up a weekly and monthly "reminder" post
using the Probe function, as described in the manual.  I encountered the
same problem you did: only the lurkers got them.  The active members,
who needed the netiquette reminders the most, never saw them!  I asked
about it three times on this list but got no response.  I finally gave
up, and since then I've been sending the reminders manually.
