On this topic of the use of REVIEW to compile mailing lists, I am
currently slogging my way through replies to my second poll of our
list (approx. 3000 subscribers) on the topic.  I got a query from
a commercial concern last week asking if we had a mailing list they
could get for sending out snail mail.  If we can figure out a really
good compromise between being totally open for our legit subscribers
while restricting misuse of the list I'll try to remember to let you
know.  But don't hold your breath.  ;-)
