I'm not sure this is true anymore. Lots of state parks have
commercial concessions (lodges, food, etc.) and lots of state
universities have for-profit sub-sidiaries. At Indiana University
we just encountered a situation where the Psychiatry Dept. has
formed a for-profit subsidiary selling services back to the
university! It is a company designed to monitor psychiatric
care for the health plan, and it is openly identified as a
for-profit company organized by Indiana University (a state
university). The Reagan years are coming home to roost.
