All I can tell you is that I have a sub by owner list.  While I'm
normally the one who adds subscribers, my co-owner did this during my
absence last Xmas and I was notified.  I don't know why it's not
working for you now.

(BTW, the confirm parameter is irrelevant on a sub by owner list.)
