Yes,

I was referring to the DISTRIBUTE command, so that each of our digests is
sent to the individual address instead of to the list itself.  We have
tried the mail-via= Distribute header, but it doesn't seem to process the
lists any differently.  We just want our digest moderators to be able to
send their own lists via a Distribute or Mail-Merge distribution, however,
if you notice my next post "Mail-Merge Authorization" we have not been able
to get ListServ's Web Interface to authorize list owners or
DIST_ALLOWED_USERS to access the mail merge page for their lists.
