It's called "spoofing" the address of an editor/subscriber (someone
already set to NOREV).
I also suggest:
Confidential= Yes
SIZELIM= 250 (whatever makes sense)
ATTACHMENTS= NO,FILTER
More efficient? Don't know. Tighter controls? Possibly but it would
require subscribers to self-approve ("OK" or click URL) e.g.,
SEND= PRIVATE,CONFIRM
On low volume lists, this is fine.
