I'm going to assume for the rest of my answer that you mean "LISTSERV
File Services via a FILELIST" here when you use the term "fileserv".  If
I'm wrong then feel free to ignore this answer.

Use the command 'GET your-list FILELIST (CTL' and when you receive the
FILELIST, add his userid@node to the +FAC in the header that defines who
can PUT that particular file.  In fact, you can have any number of FACs
with a different PUT FAC for each file so the file owner/maintainer can
replace it themself.

Yes.  Send listserv@ubvm (or ubvm.cc.buffalo.edu) the command 'GET LSVOWNER
PACKAGE LSVOWNER' to get some documents that might help explain this process.
