Not sure, but this isn't the way my list is defined.  I have 3
statements:

* Digest=Yes,Same,Daily,00:00,Size(400)
* Notebook= Yes,E:\ListPlex\PLUTO\LISTS\CHINOOK-L,Monthly,Private
* Notebook-Header= Short

Just as a guess, add the size parm.  It may default to zero, meaning
that as soon as one item is put into the digest, it is "full" and
shipped out.
