Yes.  As documented in 1.8c Owners Manual Appendix B (same in SiteMgr manual
also) the default settings are Auto-Delete= Yes,Semi-auto,Delay(4),Max(100)
even if you do not have any such line in your header.  To change the default
values, you must put in a suitable header line with new values.
