   Yes, it is necessary to GET the full (HEADer to modify any part
and PUT it back.

   Yes, just as easily as it was to add them to your header.

   Usually it is the list owners responsibility, but this may be
different at different sites.  You'll have to check with your site
administrator.  But, in any case, list owners can modify their list
headers to add/delete owners (quiet or not), editors, moderators,
default-options, subject-tags, etc.  The only site specific options
which should involve the site administrator before modifying are
Notebook and possibly Digest (the latter if the change is from No to
Yes as this will involve disk space on the server).

   Site administrators can do whatever they want to the lists on
their system, just as list owners can do whatever they want with the
subscribers to their lists.  The only way to "steal" a list would be
for an individual to know your list password, use your email account
to get your header, change the owner to another address and then put
the header back (again from your email address).  Alot of trouble
which also requires alot of knowledge and access.  I don't think you
are about to just give anyone your list password and loan them your
computer/email account to "test something". :-)  Don't worry.
