You could:

Send:  set listname nomail for *@*
Send the file to the list.
Then send:  set listname mail for *@*
Then send your short message to the list subscribers re: the document is
waiting.

This would accomplish what you want with the only drawback being anyone
originally set to NOMAIL would be set to MAIL when you were finished.
