Could/should be:
 
* Filter= also,<e-mail address>
* Filter= <e-mail address>,<e-mail address>
 
Notice the extra space that YOU prepended to the equal sign?
Also, you need not repeat ALSO on each line of the filter.
 
Also, the LSTOWN-L archives give pragmatics on the use of
various keywords.  When you can't find something in the
manual, try searching the archives.  E.g., e-mail
[log in to unmask]
