If I had use of 1.8b (only have 1.8a), and this was the only solution, I'd
use REVIEW.  It would not be received well by my subscribers.  It would not
be an optimal solution.  Setting the transfer delay back an hour, or so,
more would be better.
I've suddenly realized I have no way of knowing how effective the present
delay time is.  The majority of spams may be cancelled before transfer and
I'd never know.  Perhaps what we're seeing is only a small number of the total?
