The "=20" stuff is quoted-printable encoding.  The encoding may be 
occurring at any point from the user to LISTSERV and back again.

LISTSERV generally does not mess with the contents of a message. 
However, you may want to check and see if any of the subscribers 
seeing screwy messages are set to SHORTHDR, as this can remove some 
lines from the header which would be required for email clients or 
mail servers to recognize that the message is quoted-printable.

If you search the archives of LSTOWN-L for 'quoted-printable' you may 
find more information on this type of problem.  The archives are
