It is fairly easy to get the messages distributed to a panel of moderators
if you can get a special account set up somewhere for this purpose.  You can
list  this account as the moderator and then set up the account to forward
the messages to the list of memebers of the editorial board.
 
With a little more effort, you can even use the edit, hold method of
approval.  I've written a script that generates the OK message to send to
the listserv when any of the panel members sends back a message to the
moderator account.  If you have a Vax VMS account with PMDF, I'd be glad to
share it with you.
