Depending upon the "network," or server, or whatever e-resource to
distribute your notification of that kind of outage is basically flawed.

PEERED lists and sub-lists do not mitigate that outage.

PEERED lists still depend upon a hierarchical topology of LISTSERV hosts,
but then again so does a  distribute backbone.

I would say do NOT depend upon email for emergency services.
