connection refused error...

I'm getting an error connecting to LISTSERV.xxxx.COM Port 25: connection
refused
Followed by:
Error X'00B0037B' enqueuing mail for delivery <<<
Severity: Error
Facility: POSIX/unix error codes
Abstract: Unspecified error (111) - See errno.h
strerror: connection refused

Does this mean my service provider is refusing my connection? Seems to
accept mail OK just won't send it. I have 449 Messages waiting in the Queue.
