VMSmail is not a RFC822 interface, unfortunately. The system manager must
decide what should work at the expense  of what. One of the options is to
make delivery  errors work at  the expense  of replies. Most  people make
replies work at the expense of the other options. Some lists don't run in
"safe" mode, usually  because they run at sites with  an obsolete version
of  XMAILER, and  have no  option but  to set  the delivery  error return
address to the list name.
