The reason it won't work with a dynamic IP address is because no one can
find you to send to your list.  You have to have a permanent network
address for people to be able to send mail to your list.  This means a
permanent IP address, listed in a nameserver so that when I want to send
mail to your list, I can get to it.  This just won't work with a constantly
changing IP address.
 
In fact, to really run a list properly, you should be connected to the
internet full time.  Running a list from a part time dial connection
will provide sub-standard service to your subscribers.
