I was subscribed to HEALTHRE with NOMAIL.  This a.m. I found
lots of distributions.  Thus, my guess is that when the list
definitions were "stored" (PUT) back on the server that in
actuality the file sent was not the result of a previous GET
HEALTHRE (CTL, but a REVIEW.
 
(Of course maybe Eric knows differently: maybe LISTSERV
won't allow a REVIEW output to be used in a PUT?).
