The Quiet designation simply means that the owner is question has all
the rights of ownership, posting to the list, fileserv management etc.,
but does not get the daily effluvia of error messages and subscription
requests.  This is an ideal setup when several people "own" a list but
take turns handling the chores.

"quiet" mean?
