Some users receiving, some aren't

In our office, we have 5 mailing lists using our LISTSERV software.  For the
most part, they're working well.  However, odd things have suddenly occured.
We haven't been able to fix them, but we are novices at it.  The person who
set them up has left the company.

If you can help with the following questions, we'd appreciate it:

1) How can we change the LISTSERV administrator to one of us?

2) One of our lists is moderated.  When the moderator approves a posting, he
used to get one message back showing he did so.  Now he also gets a 'digest'
of all the ones he confirmed.  How do we turn this off?

3) The same moderator can no longer just post to the list.  It sends his
note to himself to approve!

4) The most serious: our one list is acting very oddly.  Where we used to
get confirmation requests in a couple minutes, it now takes a couple of
hours.  Then, some users on the list receive their note quickly as usual,
some it takes DAYS.  And others, we're concerned, may not get them at all.

Again, any help is appreciated.
