We have SMTP Service disabled, so it can't be that.  We think it could be
because we restarted IIS, but I have no idea why this would cause it to
stop working.

Do you have the SMTP Service running with IIS? Listserv and the SMTP
Service do not play nice together.

We restarted IIS and now Listserv (version 1.8d) is no longer able to
send
messages.  When we try we get this error:

Error transferring to LISTPROC.MBSBOOKS.COM; SMTP Protocol Returned a
Permanent Error 550 5.7.1 Unable to relay for
[log in to unmask]
