I assume that there is no bug in your version of L-Soft's
LISTSERV, I would have also liked to see your other list
definition headers (since that list appears to be CONFIDENTIAL,
and most likely REVIEW=OWNER, based on my two attempts at
retrieving).  Nevertheless, I don't think you have the correct
syntax I would have specified:
 
*  Owner= [log in to unmask],quiet:,(NETSPACE-ADMIN)
 
--  co-owner INFOSYS, TQM-L, CPARK-L, ERAPPA-L, JANITORS, LDBASE-L, et -L
