Even Netscape has HTML enabled by default nowadays.

I basically just maintain a bunch of files (and a good link at
http://www.geocities.com/CapitolHill/1236/nomime.html) as to how to reconfigure
the mailers to send in plain text, and refuse to approve messages until they
are sent in plain text.

It is a pain in the but.  Netscape is now autoconverting quoted printable to
plain text, and I think eventually email list software will have to do more
autoconversion for digest/archive purposes.
