What subscribers are told ("know"), and what they do, are, in my
experience, totally different.  They do what is easiest, not what is best,
not what the list rules call for, and "netiquette" as to excess quoting,
html, etc. can go hang.

For that matter, I haven't noticed that many listowners pay much attention
to it on this list, these days.  If the listowners pay no attention, why
should the subscribers to their lists?

I quit reminding subscribers to please follow the list rules (they objected
mightily to the reminders) and started editing.
