I assume you want to set the list so this individual's messages are sent to
the moderator for review before being distributed to the list.  The command
is:

set <listname> review for <address-of-abusive-poster>

This assumes that you are using a recent version of LISTSERV and that you
have defined an editor or moderator address in the list header.
