I received an email reply from the postmaster at primenet.com.  He
said that someone is faking the subscription requests (and the
REVIEW commands) being issued against all or most of the lists
on list.nih.gov.  He asked for copies with headers to aid in
tracking down the culprit.  So I served jailbird off so that I
would get that if he tries again.
