I did another test.

My inbound email was received in seconds and processed by LISTSERV
immediately. It then took 2 hrs 40 minutes to go from LISTSERV to your mail
server. This is highly abnormal.
I would first check the ~\LISTSERV\SPOOL dir to be sure it is not full of
files. A normal SPOOL dir should only 2-3 files in it, unless you are in the
middle of a mailing, in which case you may have more, but only for a short
time. So check when you know the server has been quiet for a while.
If there are a lot of files, what are they? *.JOB, *.JOBH, or *.MAIL or
something else?
If the LISTSERV\SPOOL is ok, then check your SMTPSVC mailer directories. These
also should be empty or nearly so (possible exception is BadMail dir).
