Yes, he's able to use any email address *he* wants to.  It's his system
and his email address.

On the other hand, the Listserv is *yours*, and you *do* have the right to
say "Sorry, we don't accept mail from userids X, Y, and Z for technical
reasons".  There's no requirement that you in any way aid or abet other
users and admins who insist on being stupid.

"No shoes, no shirt, no service".

"No clue, no email".

Same thing, really.
