You are supposed  to use either the  1.6 LDBASE with the  1.6 LSVIUCV, or
the 1.7 LDBASE with the 1.7 LSVIUCV. You cannot mix them, and it is quite
difficult for the  EXEC to detect the version of  the program, especially
if it is locally reassembled or modified.
